The Vehicle Verifier License was established under California Vehicle Code (CVC) ยง 11300 to solve a critical logistical problem: congestion. Decades ago, the DMV recognized that requiring every commercial vehicle, trailer, and piece of heavy equipment to physically visit a field office was not only impractical but economically damaging.
By allowing licensed professionals to perform these inspections in the field, the State created a system that allows commerce to continue uninterrupted.
Why Mobile? For industries like construction, logistics, and emergency services, time is revenue. A cement mixer cannot leave a job site to wait in line at the DMV. A security patrol fleet cannot abandon its post.
Mobile VIN Verifiers benefit almost every sector of the infrastructure economy by allowing operations to continue and revenue streams to flow while necessary compliance work is handled on-site.
The "VLT Stop" Dilemma
When a lien sale is contested, a "VLT Stop" is placed on the vehicle record. This freezes the transfer of title. However, even after a vehicle owner retrieves their vehicle from a tow yard, that "Stop" often remains on the DMV database.
The DMV requires proof of physical possession (REG 31) to invalidate the lien sale attempt and remove the stop.
Mobile VIN Verifiers are the bridge. By physically verifying the vehicle is back in your possession, they provide the official document needed to clear the record.
